Officials say the fire was 0 percent contained as of Wednesday night and had burned about 47 square miles (122 square kilometers) of land.
25 damaged, destroyed homes have been reported.
Cal Fire law enforcement officers arrested John Ballenger, 29, of Oroville, on Tuesday.
"He had a campfire burning 24-7", the district attorney said.

Read said the Wall Fire remained "fresh in everybody's minds". It's led to one injury - a dozer driver, who got too close to the flames, Cal Fire said in a release.
Homes along Lumpkin Road from Forbestown Road to Cal Fire-Butte County Station 51, including the community of Feather Falls, have also been ordered to evacuate. An American Red Cross shelter has been set up at the Ponderosa Community Center at 17103 Ponderosa Way in Brownsville.
Marin County is also experiencing heavy drift smoke from the several large fires.
Bower didn't have immediate information about the exact location of the fire or what tests may have taken place in the burn area in the past.
