The ships likely won't be able to make their next attempt to enter the port, which is completely closed to ship traffic, until Tuesday, according to Roger R. Quiroga with the port authority.
Three cruise ships operated by Carnival Corp carrying about 20,000 passengers have been stranded in the U.S. Gulf of Mexico waiting to dock at Galveston port.
The eye of the story is expected to make landfall Friday night or early Saturday.
"We will continue to remain in close contact with port officials regarding their plans to re-open once the storm has passed and a post-storm assessment of the port has been completed", Carnival said.
"The next scheduled voyages for Carnival Freedom and Carnival Valor will be shortened with itineraries to be determined", the cruise line said. Guests have the option to end their cruise there.
As a result, the Carnival Freedom and Valor, each with capacity for about 2,980 passengers at double occupancy, are remaining a "safe distance" from the storm at sea and skipping a stop in Galveston scheduled for Saturday, Carnival spokeswoman Jennifer De La Cruz said. The Carnival Freedom and Carnival Valor were both set to depart on Saturday, August 26, with the Carnival Breeze slated to set sail on Sunday, August 27. Passengers will receive a refund based on the number of cruise days missed.

Carnival Breeze and Royal Caribbean's Liberty of the Seas - both in Cozumel, Mexico, - were scheduled to arrive Sunday in Galveston, the Herald reported.
'However, we will return to Galveston only when it is safe to do so, ' Royal Caribbean spokesman Owen Torres said.
He says utility lines and other infrastructure have been upgraded since 2008 to withstand a Category 5 hurricane.
"At this time, Liberty of the Seas will keep her original schedule for Sunday's turnaround in Galveston, Texas", the spokesperson said. However, given the severity and projected path of Hurricane Harvey, Carnival is strongly encouraging their guests to remain on board as they intend to return the ships to Galveston as soon as safely possible.
