The incident happened at Childcare of the Future, on the 700 block of Secane Avenue in Primos at around 5:15 p.m. on Friday, March 3.
The camera was allegedly installed just 30 minutes before the incident, although officials haven't addressed why.
According to CBS Philadelphia, Gables was hired at Child Care of the Future about a year ago but she had been in the day care industry for 25 years.
Gable has since been arrested and charged with simple assault, harassment, and endangering the welfare of a child.
Shawayne Tavares, a manager at the center, said she witnessed the incident unfold via the surveillance video in real time.
The child was back in daycare on Monday.
She said Gable had been working at the site since June 2015 and had passed all background checks. "So I always thought she was one of the best teachers", parent Ronnie Siekor said. "We don't do this to children". "She picked up the shoe and tried to come to the end of the stairs like, "Oh, it was her shoe" that caused her to fall".
The 4-year-old suffered a minor knee injury but is expected to make a full recovery. "You don't put your hands on a child. When I saw it air I was just like 'wow.' It still hurts", said Tavares.
